Facts, metadata, records and links come in. Nobody's body text is stored or reproduced, and everything cites its origin.
No outlet's body text ever enters storage.
The product is not built and the site is not open yet. The register is published already, because what a product refuses to read is the argument for it.
The three grades

Every register declares its grade and its licence, and the pipeline refuses to write a fact from a register whose grade the corroboration policy does not permit. A register with no licence fails validation and the pack does not load.
Where this page comes from
The register on this page is generated from the jurisdiction packs the pipeline loads, so what a reader sees here cannot drift from what the pipeline reads. A source added to a pack appears here. A source removed from a pack leaves here.
Grade C, and the opt-outs
Grade C holds one thing, Common Crawl, and it is read for extraction alone. It is never cited and it is never the sole support for a claim.
Publisher opt-outs are honoured before a fetch rather than after one. Where a publisher opts out once a fact has been extracted, that support is withdrawn, which either leaves the claim standing on its other support or drops the claim.
What is not read, and why
The exclusions are published beside the inclusions, at the same weight, because they are the harder half of the register.
- Wire services. PA Media is budgeted at first revenue as the cheapest independent corroboration available, and until then there is no wire.
- Commercial news APIs.
- The X API.
- The BBC. Its licence forbids commercial reuse, so none of it is read.
- Any outlet body text, in any form, at any stage.
- User-brought subscriptions. A reader who has stopped reading the news has none to bring.
What the free stack loses
Three things are given up by reading only what is free and open. Independent verification on contested foreign events, which the corroboration rules and the confidence labels reduce rather than remove. Scoop detail beyond the snippet, and the snippet is the correct depth for this product anyway. Minutes of speed, which do not matter to a brief that arrives once a day.
Nothing else is given up. Sport, markets, weather, science, culture and everything civic and local are all here, and the local layer is legally cleaner than the national one, because a fact held by a public body is published under the Open Government Licence.

A register, a feed or a public record that is missing from this page can be sent through the form. It reaches an editor, who reads the licence and settles the grade before anything is fetched, and no feed enters the pipeline on a suggestion alone.

What is excluded, and why
- Wire services
- Reuters, AP, AFP and PA Media are not in the register. PA Media is budgeted at first revenue as the cheapest independent corroboration, and until then the corroboration rules and confidence labels carry the load.
- Commercial news aggregation APIs
- A paid aggregator is somebody else's index of somebody else's text, at a price that scales with reading.
- The X API
- Priced and licensed so that a free consumer product cannot use it, and its terms forbid the storage this pipeline would need.
- The BBC
- The licence forbids commercial reuse. The Local Democracy Reporting Service is a separate partner arrangement and is listed in partners.json.
- Outlet body text
- No column, cache, log, queue payload, blob, embedding input or model prompt holds the body text of a work whose licence does not permit it. This is the legal spine, not a preference.
- Reader supplied subscriptions
- Storing a reader's credential for a paywalled outlet would make this product a proxy for their licence, and avoiders will not bring one anyway.
